「過去 x 年」と言う表現の適切な使い分け：the past x years / the last x years / these x years

「過去x年」を表すのに以下３つの表現が考えられますが、違いはあるのでしょうか？

1. the past x years

2. the last x years

3. these x years

例えば、以下の理解は合っていますか？：

– The voting rate seems to have changed greatly in the last/past 20 years. We referred to the record of Neko Town since that is where the voting rate data of these 20 years have been found.

（投票率は直近20年でかなり変わったようにみえる。過去20年の投票率のデータが猫町のものしか見つからなかったため、猫町の記録を参照した。）

解説：

・先出の「直近20年」には、３つどれでも使用可能かと思いますが、後出の表現と分けるため1 か2が好ましい。

・後出の「過去20年」には、「当該20年」 と言う意味が含まれるため、3が相応しい。
